internationalization news in recent years. So the natural question is: is this just another RMB payments headline?

I do not think it is.

The key wording in the PBOC announcement is not simply CIPS access. The announcement says that, to promote China-Africa trade and investment facilitation, the PBOC has authorized Standard Bank of South Africa Limited and Industrial and Commercial Bank of China Limited to serve as the Africa RMB joint clearing bank.

The format of the announcement matters too. This was not only a bank press release. It was issued as PBOC Announcement [2026] No. 16 on June 26, 2026. For the central bank to use a formal numbered announcement for this arrangement signals that it sees the Africa RMB clearing setup as a policy-level infrastructure matter, not merely a commercial bank product launch.

The announcement itself is short, but the sentence carries weight.

CIPS access is not the same as clearing-bank status

To understand why this matters, separate three layers: CIPS participation, RMB clearing-bank status, and a usable RMB trade-banking product.

CIPS participation is rail access. It means a bank can connect to China’s RMB cross-border payment infrastructure. RMB clearing-bank status is market infrastructure. It authorizes a bank to support RMB clearing, account services, liquidity, and local market development in a specific jurisdiction or region.

Standard Bank was already a CIPS direct participant. So the 2026 news is not that Standard Bank touched CIPS for the first time. The news is that Standard Bank and ICBC were put together inside a PBOC-authorized Africa RMB joint clearing-bank arrangement.

The clearing map now has three layers

The better mental model is not a single payment route. It is an evolution of where RMB clearing capability sits.

Figure 1. RMB clearing has moved from fragmented routes to a regional Africa distribution node.

<picture></picture>

<g></g><polyline points="15 3 21 3 21 9"></polyline><polyline points="9 21 3 21 3 15"></polyline><line x1="21" x2="14" y1="3" y2="10"></line><line x1="3" x2="10" y1="21" y2="14"></line>

Stage one was fragmented correspondent access. African banks could already find RMB routes through Chinese correspondent banks, Hong Kong or Singapore clearing arrangements, or Chinese bank branches in Africa. But the account relationships, payment data, liquidity, and operational knowledge were scattered. Each institution had to find its own correspondent route.

Stage two was CIPS standardization. CIPS created a common cross-border RMB network. Direct participants can send and receive CIPS messages and settle through their CIPS accounts; indirect participants use a direct participant. But CIPS did not erase the older correspondent-bank and clearing-bank models. It made the rail more standardized while those account and liquidity arrangements continued to matter.

The underlying account models are still useful to distinguish. In the correspondent-bank model, an offshore bank keeps an RMB nostro account with a China-side correspondent. In the clearing-bank model, a PBOC-authorized overseas node provides RMB accounts and clearing services to local or regional banks. In the NRA account model, a non-resident institution opens an RMB account with an onshore Chinese bank. These are different ways to connect accounts, liquidity, and final settlement.

Stage three is regional distribution. The ICBC / Standard Bank arrangement moves the question from “can one bank reach China?” to “can RMB clearing be distributed through an African banking network?” ICBC brings the China-side anchor: RMB liquidity, China domestic payment connectivity, and access to the onshore settlement system, including CIPS and China’s High Value Payment System. Standard Bank brings the Africa-side node: coverage, corporate relationships, financial-institution relationships, and local distribution.

That is why ICBC is not a footnote.

Standard Bank’s China presence is Standard Advisory (China) Limited, which its own website describes as a non-banking WFOE for liaison, marketing support, advisory, and coordination. It is not a China-licensed bank. ICBC therefore supplies the China-side clearing anchor: RMB clearing capability, onshore connectivity, liquidity access, and domestic payment infrastructure.

Standard Bank supplies the Africa-side distribution: corporate clients, financial-institution relationships, local market coverage, and the ability to turn RMB clearing into a product African banks and corporates may actually use.

A rare peer group, but a different model

This is also why the comparison with J.P. Morgan, MUFG, and DBS is useful. J.P. Morgan was authorized as an RMB clearing bank in the United States in 2018. MUFG Bank was designated as an RMB clearing bank in Japan in 2019. DBS became the first Singapore bank appointed as an RMB clearing bank in 2025. These are rare non-Chinese RMB clearing-bank cases.

Figure 2. Public materials do not disclose the exact operating account route for every clearing transaction. What we can say is that J.P. Morgan, MUFG, and DBS each had significant China-side banking infrastructure or CIPS participation within the group. Standard Bank does not have the same China-licensed banking entity.

That makes the Africa model more interesting: it is a paired infrastructure model, Chinese clearing anchor plus African banking distribution.

The CIPS Africa list reinforces the point, but should not distract from it. As of March 2026, CIPS had nine Africa-related direct participants. Most were Chinese bank branches or subsidiaries. Standard Bank and Afreximbank were the two non-Chinese names. So RMB clearing did exist in Africa before. The shift is that PBOC has now put a pan-African banking group into a formal clearing-bank structure with ICBC.

That is the significance of the announcement.

It does not mean RMB settlement will scale across Africa overnight. Clearing-bank status is not market adoption. Usage will still depend on liquidity, pricing, compliance, customer education, trade structure, and whether African banks can turn RMB clearing into a repeatable trade-banking product.

But the infrastructure map has changed. RMB clearing in Africa is no longer only capability distributed through Chinese bank branches. It now has a regional clearing arrangement jointly carried by ICBC and Standard Bank: one side anchored in China’s RMB clearing system, the other embedded in Africa’s banking network.

That is the real story behind the headline.

Sources

PBOC announcement repost - China Financial News

CIPS official Q&A on RMB clearing models

CIPS direct participant list

Standard Bank 2025 CIPS access announcement

Standard Bank 2026 RMB clearing announcement

Standard Bank China footprint page

J.P. But most are solving pieces of the money movement layer, not the native importer-supplier workflow.

I’d say Africa trade payment is 100% detoured, and there’s 0 direct connection & trade orchestration. SMEs are left not having a solution to trade in the global supplychain.

1

Let’s first understand how remittance companies are moving to trade--it makes a lot of sense.

Start with scale.

Africa Trade FX is 16x bigger than Africa remittance, and China-Africa trade alone is 3x bigger than Africa remittance to the world

Africa-wide remittance was over $95B in 2024 (AFC, State of Africa’s Infrastructure Report 2025, p. 20).

China-Africa trade alone reached $295.56B in 2024, based on China Customs data reported by Ecofin.

Then zoom out from one corridor to the continent’s trade-driven FX need. Afreximbank reports Africa’s 2024 merchandise exports at $758.01B and merchandise imports at $769.01B (African Trade Report 2025, p. 11).As a simple proxy, that is about $1.53T of annual inflow and outflow that needs FX, settlement, and reconciliation.

This is not a perfect TAM. It excludes services, capital flows, and informal FX. But it makes the point: trade payments are not a small extension of remittance. They sit inside a much bigger FX system.

Figure 1: Three scale markers: remittance, China-Africa trade, and Africa’s estimated trade-driven FX market.

<picture></picture>

<g></g><polyline points="15 3 21 3 21 9"></polyline><polyline points="9 21 3 21 3 15"></polyline><line x1="21" x2="14" y1="3" y2="10"></line><line x1="3" x2="10" y1="21" y2="14"></line>

Existing market size is one part. I can open a whole new page for them next time.

Overall, the problem of paying to Chinese counterparties is apparently not solved. And it is one of the highest friction for SME trades in Africa today.

How does it work now?

Someone knows the RMB rate. Someone has access to Alipay or WeChat Pay (me for example -- and I almost got my alipay account frozen by sending rmb to a Nigeria trader). Someone knows a vendor who can receive CNY. Someone can make the payment and send back a screenshot. Someone in a group chat knows who can help pay RMB today.

I call this Human Rail: when a corridor works because a person knows the rate, the wallet, the workaround, and the screenshot trail.

RMB is the key to the supplier’s door.

But for many African importers, that key is still held by a person, not by infrastructure.

3. Why it remains unsolved

The corridor is crowded around FX, but thin around the trade workflow.

By FX, I mean the conversion of local currencies to USD, especially in the context of stablecoin enabled FX trades in crypto exchanges, and by OTC desks.

That layer matters. But it is not the trade payment.

Today, different players own different links in that chain:

Remittance and wallet companies see outbound business use cases.

PSPs own local collection and payout.

Stablecoin companies own liquidity and on/off ramps.

B2B FX platforms own treasury and conversion.

Asian payment companies own exporter and supplier relationships.

Partnerships like Flutterwave / iPayLinks, XTransfer / Verto, Flutterwave / RD Technologies -- everyone is trying from different angles. The market is real, and it is being validated by layers.

This is not a criticism of those players. In fact, they are proving the corridor, by separated layers.

<a class="image-link image2 is-viewable-img" target="_blank" supplier

one invoice

one goods flow

one FX path

one payment status

one reconciliation record

This is the difference between a bridge and a native corridor.

A liquidity bridge moves value from A to B, and solves the FX problem.

A native trade corridor knows what A and B are doing with each other.

The goods flow is direct: supplier to buyer.

The payment workflow is not.

This is the core point: money can move, but the trade often has to be stitched back together around the payment.

We are not building another FX desk, we are building the infrastructure that orchestrate for trade connecting buyers & sellers.

4. The opportunity: native trade-payment infrastructure

The opportunity is native corridor infrastructure for African trade payments, especially now that stablecoin liquidities free the tied up FX market.

Today, the rare asset is corridor capability. African FX capability is still rare for Asia-side companies. Asian rail access is still rare for Africa-side companies.

The few operators who can access both sides often keep that access private because it is hard-won and operationally complex. That is understandable.

But if corridor capability remains trapped inside a few operators, it does not solve trade for SMEs.

Four opportunities stand out to me.

The UK has BVNK. The US has Conduit. Asia?

Asia capability needs to become Africa-facing. The UK has BVNK. The US has Conduit. Asia is the world’s factory, but there is still no mature Asia-native equivalent built for Africa trade payments at scale.

Asian sellers still can’t accept African payments

Africa collection and FX infrastructure needs to become easier for Asia-wide institutions to access. Today, plugging into African FX is still a niche capability. For Asian suppliers, platforms, and payment companies, this remains under-distributed.

SME Trade infra & Trade Finance becomes possible only when payment is native to their trades

A native trade-payment platform can preserve visibility and eventually support supplier verification, invoice-backed finance, SME credit, and treasury controls.

The next infrastructure player will not just move money.

It will make corridor capability available to the SMEs who actually move goods.

That is the company I believe needs to exist: Asia-native, Africa-facing trade-payment infrastructure that turns today’s Human Rail into a corridor SMEs can actually use.

Liquidity can be bridged.

The trade still has to be stitched back together.

Is the problem solved? and underground channels risk frozen accounts. This forces them into heavy inventory models that tie up massive capital.

Meanwhile, US merchants seamlessly access the same Chinese factories through frictionless payment systems like Stripe and Airwallex, enabling lean dropshipping models.

The solution is building direct RMB payment infrastructure that bypasses USD entirely using compliant crypto rails and China’s trade policies. Once payment friction disappears, African merchants can shift from slow “buy bulk and pray” operations (4x annual capital turnover) to modern, high-velocity e-commerce (12x turnover), finally unlocking Africa’s full commercial potential.

RMB payment infrastructure ≠ Remittance app

When people hear we’re building an RMB payment system in Africa, they assume we’re just another remittance company helping merchants save on FX spreads. If the goal were merely to save 1-2% on costs, this business wouldn’t be worth building.

The real question is this: “Why has Africa, with its enormous demographic dividend and rigid demand, failed to cultivate a highly efficient, modern e-commerce ecosystem like the US?” The answer isn’t the market; Africa’s demand is strong. It isn’t production; China’s capacity is vast. The answer is the connection interface between the two. It’s broken.

Our true motivation is to fix that interface and endow African SMEs with an unprecedented capability: supply chain accessibility.

How US merchants access Chinese factories.

To understand Africa’s future, look at America’s past. Over the last decade, the US saw an explosion of dropshipping sellers, independent sites, and influencer brands. They own no factories and hold zero inventory, yet they scale massive businesses. How? They rely on payment infrastructure built by Stripe, Airwallex, and PingPong that seamlessly connects US consumer card swipes to Chinese factory RMB settlements.

The mechanics are simple: funds return to China in T+0 or T+1, and a US merchant pays a factory in Yiwu as easily as sending a text message. Because payment is frictionless, the velocity of money is maximized. US merchants don’t need to advance capital or hoard stock. They’re effectively invoking China’s supply chain capabilities in real-time.
Payment is the API interface of this system. When the API works, the supply chain flows like tap water: instant and on-demand.

Why African Merchants Are Stuck

African merchants face the same Chinese factories and the same trading logic, yet they can’t access suppliers this way. Why? Because in Africa, the payment API is laggy, error-prone, and disconnected.

African merchants are trapped between two bad options.

The formal path through banks and SWIFT sounds legitimate, but it’s effectively blocked. There’s no direct African currency-RMB trading market in the banking system—everything must transit through USD. But Africa faces a severe USD shortage, and due to global de-risking, the SWIFT network has an extremely high rejection rate for African SME trade settlements. For 90% of SMEs, this road is closed.

Since the formal road is blocked, merchants are forced into informal channels and P2P networks. These channels are fast only because they bypass compliance—no source-of-funds checks, no regulatory oversight. This carries massive risk. A merchant’s funds can be frozen by Chinese police at any moment for being tainted with money laundering activities. You cannot build a scalable business on a system that could collapse tomorrow.

The result: African merchants are forced into heavy-asset operations. They must accumulate large capital sums before ordering and hoard massive inventory to prevent stock-outs. Their supply chain accessibility is locked by the payment bottleneck.

Why RMB?

Since the blockage is caused by USD and Swift, the solution is clear: bypass them.
In the global division of labor, China is supply and Africa is demand. The USD, as an intermediary medium, offers no convenience in Africa-China trade. Instead, due to liquidity shortages and compliance barriers, it has become the biggest obstacle.

Our RMB payment solution is essentially re-engineering the infrastructure. We’re pursuing de-dollarization by building a direct clearing pool: African local currency flows through digital assets and stablecoins to offshore RMB (CNH). Where banking liquidity doesn’t exist, we use technology to manufacture it. We’re pursuing formalization by integrating with China’s 1039 Market Procurement Trade Policy, ensuring every penny entering our system is matched with a real trade background. This completely solves the frozen account risk.

RMB is the native language of the Chinese supply chain.

Whoever controls the RMB payment channel controls the master switch for outputting Chinese capacity to Africa.

From Middlemen to Modern Merchants

Once we fix this payment API, African commerce will fundamentally change.

Today, with a blocked interface, merchants turn capital over 4 times a year and profit relies on hoarding and betting on prices. Soon, with an open interface, merchants will turn capital over 12 times a year and profit will rely on traffic and operations.

We’re building infrastructure to empower African influencers, SMEs, and entrepreneurs with a new capability: the ability to do business like Americans. They’ll no longer need to scour the black market for cash or worry about frozen accounts. Instead, they can focus on markets and product selection, using our pipeline to access China’s world-class supply chain with high frequency, low cost, and zero friction.

This is the full significance of our RMB payment mission: we’re laying the foundational utilities (water, gas, electricity) for the African e-commerce ecosystem.

About April

April Long is the CEO of Waka, building direct settlement infrastructure for the Africa-China trade corridor. Wave, Remitly, and others built the rails to bring money in, solving the consumer need for P2P transfers. This created a structural phenomenon: massive pools of USD and GBP liquidity accumulating in global financial hubs, waiting to be settled.

Thanks for reading! this fails African SMEs, we must stop looking through the lens of a fintech investor – who sees transaction volumes and start looking through the lens of a merchant – who sees supply chains. The question isn’t “How do we move dollars?” It’s “How do we access the Chinese supply chain?

The Problem

The Common Misconception

Once we accept that the destination is China, the pushback is predictable. We already have USD liquidity and SWIFT. Why complicate things with RMB?

This represents a fundamental confusion between payment logic and trade logic. From a payment perspective, a SWIFT transaction is just a ledger update. From a trade perspective, the current infrastructure is a bottleneck that actively harms the supply chain.

The Translator analogy

Using USD to interface with the Chinese supply chain is like conducting business through a translator. Chinese factories need RMB to pay workers and suppliers. When an African SME pays in USD, the supplier embeds a risk premium, often 3 to 5 percent, into the price to cover FX risk and settlement hassle.

The “Slow Train” analogy

Think of the traditional SWIFT network as an old, slow train that stops at every station, correspondent banks, with delays, fees, and rejection risks at each stop.

For a large corporation buying heavy machinery quarterly, this slow train is acceptable. For an SME running a high-frequency trading business, it is fatal. These businesses operate on thin margins and need velocity. Every day their money sits in a compliance check at an intermediary bank in New York is a day their goods sit on a dock in Guangzhou, not being shipped. An efficient rail will cover unnecessary gaps and making trade payments from Africa to China faster.

The Solution: RMB as the “API” for Supply Chain Access

If the problem is infrastructure built for outdated banking needs, the solution cannot be a faster horse. The market requires a fundamental shift from foreign exchange, selling dollars, to resource allocation, buying goods.

In this context, RMB is not merely a currency option. It is the native instruction set for the Chinese supply chain.

The necessary solution must enable SMEs to bypass friction entirely.
<div African buyer like a local client rather than a high-risk foreign entity.

However, the solution is not just about the money rail. A standard bank transfer is blind. It moves funds but ignores commercial reality. The true solution requires closed-loop infrastructure.

It must do what SWIFT cannot:

Confirm trade details

Clear compliance checks

Link payment to shipment

The Market Gap: The “Mismatch” of Liquidity

If using RMB as an API is so logical, why has it not happened yet? The root cause is a significant structural flaw:

On the African side – the inflow: Fintechs have successfully digitized money. Local gateways and wallets sit on significant liquidity pools. They have solved the problem of holding value but lack the channel to release it effectively.

On the Chinese side – the outflow: Suppliers hold the inventory the market needs, but they operate behind a firewall of strict capital controls and demand clean, compliant RMB settlement.

The Trade Disconnect

This creates a mismatch. The entities that hold liquidity and the entities that hold resources speak completely different languages, not just linguistically, but operationally.

This explains why a standard FX broker cannot fix this problem. An FX broker sees arbitrage. The reality is operational. To move funds compliantly, you must bridge two distinct regulatory environments. Until this gap is filled, the system remains dysfunctional. Liquidity is abundant in Africa. Goods are abundant in China. The bridge between them is broken.

Redefining “Deep Liquidity”

The Investor Fallacy

When investors examine this space, they ask where liquidity comes from. They assume deep liquidity is a static pool, a vault of cash waiting to be deployed. Liquidity is treated as a stock variable.

The Reality: Velocity Over Volume

In high-frequency trade, this view is obsolete. Real liquidity is not a pond. It is a river. It is defined not by how much money you hold, but by how fast you can move it.

If a dollar can complete the cycle from African wallet to settlement to Chinese factory to goods shipped to sold in Africa in five days instead of fifteen, liquidity effectively triples without adding capital.

The Engine of Liquidity

Deep liquidity comes from rigid trade demand. Africa must import. China must export. By building infrastructure that accelerates this flow, we are not just finding liquidity. We are generating it. This is a shift from capital-heavy models to capital-efficient supply chain infrastructure.

To Our Partners (Fintechs & Gateways)

Stop thinking of the China corridor as just another payout destination. It is the missing half of your ecosystem. You have digitized consumer money. Now you need infrastructure that allows it to be used. We are not just a pipe. We are the plugin that turns wallet balance into inventory.

To Our Investors

This is not a spread business. We are not fighting for basis points on FX conversion. We are building the digital highway for the world’s fastest-growing trade corridor, replacing the slow train of legacy banking with high-speed rail.

The opportunity isn’t in moving the money. It’s in unlocking the trade.

About April

April Long is the CEO of Waka, building direct settlement infrastructure for the Africa-China trade corridor. The November 29th statement explicitly killed that narrative.

Key Official Statements:

Stablecoins are Crypto: The joint statement explicitly defined stablecoins (specifically citing USDT and USDC) as “a form of virtual currency,” removing any ambiguity that they might be treated as “foreign exchange” or “digital payment instruments.”(1)

No Grey Area: The regulators reiterated that “business activities related to these assets are illegal financial activities.”(2)

The “Three Risks”: The PBOC singled out stablecoins for three specific risks: “Money laundering, fraud, and illegal cross-border capital transfers.”(3)

The Market Impact: The “Risk Premium” Inversion

The immediate consequence was a freeze in liquidity among domestic OTC (Over-the-Counter) merchants. Fear of arrest has forced the remaining P2P merchants to price in a massive “risk premium” to hold or transact in USDT.

This has caused a Negative Premium (Price Inversion) on the P2P market.

<a class="image-link image2 is-viewable-img" target="_blank"
